Прямоугольное двухстороннее полотнище с отношением ширины к длине 2:3, состоящее из двух равных вертикальных полос белого (у древка) и красного цвета. На полотнище воспроизведены фигуры герба города Каменск-Шахтинский, выполненные белым, жёлтым, оранжевым, голубым и чёрным цветом.
