1969 yılında [[Robert Kolej]] Makina mühendisliği bölümünden mezun olmuştur. 1973 yılında [[Boğaziçi Üniversitesi]]'nden MBA derecesi almıştır. 1976 yılında finans ve istatistik konularında Wharton School, University of Pennsylvania, Philadelphia'dan doktara derecesi almıştır.
1993-1994 yılları arasında [[Türkiye Cumhuriyeti Merkez Bankası|Merkez Bakası]] başkanlığı yapmıştır.
In the past, he served as Chief Advisor to Prime Minister Turgut Özal and Prime Minister Mesut Yilmaz. He also served as Undersecretary of State and the President of the Housing Development and Public Participation Administration (in charge of three major functions of the country: the Housing and Urban Development Program; the Privatization Program of the Özal Government; and the financing of major infrastructure projects) Chairman of the Board of Directors of Sumerbank Holding A.S., an industrial and banking conglomerate with over 35,000 employees, Director General for Research and Planning at the Central Bank of the Republic of Turkey, Chief Advisor to the Plenipotentiary of Ownership Changes at the Ministry of Finance in Poland and to the Minister of Privatization in Poland. In this capacity, he designed the Privatization Program of the Polish government.
