Флаг представляет собой жёлтое прямоугольное полотнище с соотношением ширины и длины 2:3, в центре которого — летящий к древку чёрный орёл с воздетыми крыльями, имеющий красные: глаз, клюв, лапы, когти — в лапах ключ такого же цвета, под ним выходящий из нижнего края полотнища — голубой фонтан.
