In the past, he served as Chief Advisor to Prime Minister Turgut Özal and Prime Minister Mesut Yilmaz. He also served as Undersecretary of State and the President of the Housing Development and Public Participation Administration (in charge of three major functions of the country: the Housing and Urban Development Program; the Privatization Program of the Özal Government; and the financing of major infrastructure projects) Chairman of the Board of Directors of Sumerbank Holding A.S., an industrial and banking conglomerate with over 35,000 employees, Director General for Research and Planning at the Central Bank of the Republic of Turkey, Chief Advisor to the Plenipotentiary of Ownership Changes at the Ministry of Finance in Poland and to the Minister of Privatization in Poland. In this capacity, he designed the Privatization Program of the Polish government.

He received his B.Sc. degree in Mechanical Engineering from Robert College, Istanbul (1969), MBA from Bogazici University, Istanbul (1973), and a Ph.D. in Finance and Statistics from the Wharton School, University of Pennsylvania, Philadelphia (1976).
