İnsan vücudu terleme yoluyla normalde kendini serinleterek vücut sıcaklığını kontrol eder. Buharlaşan su, sıvı hâlden gaza dönüşebilmek için çevrede ısı alırken deriyi de soğutur. Fakat bağıl nem oranı yüksekse buharlaşma hızı azalacağından vücudun soğuması yavaşlar ve vücut, kuru havaya nispeten daha fazla ısı tutar. Ölçümler, deneklerin belli bir sıcaklık ve nemi kişisel olarak nasıl tanımladıklarını göre yapılmış, böylece sıcaklıklarla nem arasında psikolojik bir bağıntı ortaya çıkmıştır.

Isı indeksi değerleri gölgeli ve hafif rüzgârlı şartlarda tespit edildiğinden Güneş'in altında bu değerler 10 °C daha yukarıda olabilir, ayrıca şiddetli ve bilhassa çok sıcak ve kuru rüzgârla uygun değerler ve sağlık için tehlikeli değerlere çabuk erişilebilir.
